Oakley and Antioch share a border, but a first-time buyer's costs and options are not the same in both. They have different water and sewer providers, different transit access and different special taxes, and Antioch runs a down payment assistance program for first-time buyers buying in the city.
Here is how the two compare and what I would check before writing a first offer in either one.
Who provides water and sewer?
In Oakley, the Diablo Water District is the water provider. It describes its service area as about 44,000 people across the City of Oakley, the Cypress Corridor, Hotchkiss Tract, Summer Lakes and parts of Bethel Island and Knightsen. Wastewater in Oakley is handled by the Ironhouse Sanitary District.
Antioch runs its own water utility, with its own treatment plant drawing from the San Joaquin River and canal supplies. Delta Diablo treats wastewater for Antioch. Water and sewer rates are set separately by each agency, so compare the actual bills for the homes you are considering.
Is there down payment help in Antioch?
Yes. The City of Antioch's Antioch Home Ownership Program, or AHOP, offers interest-free down payment and closing cost assistance to eligible first-time buyers, administered by the Bay Area Affordable Homeownership Alliance. The administrator lists maximum City AHOP funds as the lesser of 20 percent of the purchase price or $60,000. The home must be inside Antioch city limits and owner-occupied, buyers must use a certified first mortgage lender, and a HUD-approved homebuyer education course is required before applying. As of September 2026 the city lists funding as available.

How do commuting and special taxes compare?
Antioch has a BART station on the eBART extension. Oakley does not have its own BART station, so Oakley commuters typically drive to Antioch or use Highway 4.

- The full tax bill, including special taxes, before you set your budget.
- Utility providers and recent bills for the address.
